China weighs export controls on 23 AI technologies including chip designs, agents, and model weights

Beijing is considering adding 23 AI technologies to its export-control list, amid fast progress by Chinese models such as Kimi K3.

On October 16, The Verge reported that China's Ministry of Commerce is considering adding 23 AI technologies to its export-control list, covering chip designs, AI agents, model weights, and source code. The move comes amid fast catch-up by Chinese AI models including Moonshot's Kimi K3 and Alibaba's Qwen in the open-source domain.

China is itself the target of AI-related export controls by the US and allies amid intensifying competition over the strategic technology. The Commerce Ministry assessment is in early stages; specific list items and effective dates have not been disclosed.

If implemented, the list would mark China's first large-scale export restrictions on domestically developed AI technology, with potential impact spanning multinational cloud providers, AI accelerator designers, open-source model distribution channels, and collaborative projects with overseas research institutions.
