Trump names James Clayton AI Czar, creates federal Super Intelligence Force to coordinate AI policy

On October 4, President Trump announced the creation of a Super Intelligence Force (SIF) chaired by Director of National Intelligence James Clayton, with members including FTC Chair Andrew Ferguson, Pentagon under secretary Emil Michael and OPM chief Scott Kupor. The working group has 120 days to assess frontier AI risks and benefits and recommend a federal role definition to Washington.

The working group brings senior officials from intelligence, defense, regulation and government staffing into a single room, putting AI coordination at a senior level across multiple agencies. The composition itself signals that frontier AI is increasingly treated as an economic and national security issue, not simply a technology-sector matter. It also means the working group can deploy tools from both national security and antitrust — the former for export controls and outbound investment security, the latter for whether vendors' consumer and enterprise commitments are kept.

Compared to existing frameworks like the AI Action Plan and the AI Bill of Rights, the SIF's distinguishing feature is its focus on unified federal-level coordination to avoid overlap or conflict between agencies. The SIF's specific operating mechanism, how it coordinates with other federal agencies, vendors and legislators, and whether it will extend to state and local governments remain the key open questions.
