State Council releases "AI Plus" action opinion with 6 actions and 8 supporting pillars

The State Council’s "AI Plus" action opinion, signed August 26 and publicly released September 26, targets over 90 percent adoption of new-generation intelligent terminals and agents by 2030.

Xinhua reported on September 26 that the State Council’s "Opinions on Deepening the Implementation of the AI Plus Action" was published in full. Building on the 14th Five-Year Plan call to "fully implement the AI Plus Action," the document sets phased targets: by 2027 penetration of new-generation intelligent terminals and agents above 70 percent with rapid growth of the intelligent economy core industry; by 2030 above 90 percent penetration with intelligent economy becoming a key growth pole; by 2035 China enters a new stage of intelligent economy and intelligent society.

The Opinions organize work around six "AI Plus" actions — science and technology, industry development, consumption upgrade, people’s livelihood, governance, and global cooperation — supported by eight capabilities covering model foundations, data supply, intelligent computing coordination, application environment, open-source ecosystem, talent, policy and regulation, and safety. AI chips, basic software stacks, model architecture exploration, and interpretable and decision-capable algorithms are highlighted as priority breakthroughs, alongside smart connected vehicles, AI phones and PCs, intelligent robots, smart homes, and smart wearables.

To put the framework into action, the Ministry of Industry and Information Technology recently issued the "AI Plus Software" Special Action Implementation Plan to be carried out in two phases targeting 2028 and 202 milestones; Wang Zhiqin, vice president of the China Academy of Information and Communications Technology, said the plan is the Opinions’ key implementation vehicle in the software sector.
